Arizona and Kazakh military visit 8 times in 2004

  1. In January 2004, the Adjutant General of Arizona visited Kazakhstan to establish the groundwork for building a command there that will be similar to the National Guard.
  2. During March 2004 there was a Kazakhstan delegation that visited AZ to observe maintenance procedures and exchange infrastructure ideas.
  3. During the month of May 2004, the State Partnership for Peace program hosted the United States Central Command — Kazakhstan Consultative Staff Talks and sent a delegation to participate in the KAZSPAS Search and Rescue Seminar/competition in Kazakhstan.
  4. In June 2004, a delegation of Arizona Army National Guard Non-Commissioned Officers participated in an ARCENT visit to Kazakhstan to assist in a Non-Commissioned Officers development program in Kazakhstan.
  5. Additionally, in June a Kazakhstan delegation participated in a boarder interdiction exchange with the boarder communities in Arizona.
  6. In July 2004 Arizona was visited by the senior enlisted member of the new Kazakhstan NCO Corp — a Master Sergeant with the Military of Defense — for Non-Commissioned Officer Corps Development.
  7. Additionally, aviators from Kazakhstan conducted joint HUEY II operations and maintenance operations training in Arizona.
  8. Another maintenance exchange program is scheduled for August 2004 in Kazakhstan and in September 2004, a delegation from Arizona will participate in the Central Asia Disaster Preparedness Workshop in Uzbekistan.

In 2005, the Arizona National Guard continued its very successful partnership with the Republic of Kazakhstan and once again conducted numerous exchanges with both military and civil authorities. The exchange events between Arizona and Kazakhstan military members occurred in both our state and the Republic of Kazakhstan. Events included vehicle maintenance, Explosive Ordnance Disposal (EOD) techniques, Non-Commissioned Officer (NCO) development, and disaster preparedness planning. A key to the success of the U.S. government’s Foreign Military Sales program has been the AZ NG taking the lead on instructing the Kazakh Army in sophisticated vehicle maintenance procedures. This bi-annual program has Arizona technicians working with their Kazakh counterparts in a variety of ways including a visit to their “HMMWV Center” in Almaty, Kazakhstan. Another ongoing exchange takes place with the Kazakhstan NCO Academy in Kapchagai, Kazakhstan. NCOs from our 215th Regional Training Institute share leadership skills with the Kazakh soldiers. Arizona’s 363rd EOD has done similar work with Kazakhstan’s EOD teams by sharing the techniques used by U.S. EOD technicians.

The centerpiece of our 2005 partnership program with Kazakhstan occurred in May when the AZ NG and the Kazakh Ministry of Defense co-hosted the Disaster Preparedness Workshop (DPW 2005) in Scottsdale, AZ. In addition to Kazakhstan, the workshop included delegates from Kyrgyzstan, Tajikistan, Afghanistan, and Pakistan. The purpose of the workshop was to strengthen local, intrastate, and regional disaster preparedness and reaction planning between civilian and military leaders.

The Arizona National Guard’s partnership with the Republic of Kazakhstan has enjoyed over 10 years of successful events and promises to provide future successful military to military and civil to military exchanges. The National Guard Bureau-International Affairs Branch considers Arizona’s partnership to be “matured” and one of the strongest in the nation. Our partnership is continually evolving and improving and is currently looking to add more civil-military, civilian-to-civilian (private sector) events.

In FY2006, the Arizona National Guard continued its very successful partnership with the Republic of Kazakhstan and once again conducted numerous exchanges with both military and civil authorities. The exchange events took place in both Arizona and the Republic of Kazakhstan. Events for 2006 included: 1) vehicle maintenance; 2) fire-rescue; and 3) disaster preparedness. The events are intended to foster military and civilian emergency preparedness and focus on mutual support activities of interest to both Kazakhstan and Arizona.

This program is essential to the United States government’s Foreign Military Sales program. The Arizona National Guard is taking the lead on instructing the Kazakh Army in sophisticated vehicle maintenance procedures. This program has Arizona state technicians working with their Kazakh counterparts in a variety of ways including a visit to their HMMWV Center in Almaty, Kazakhstan. Another ongoing exchange takes place with the Kazakhstan NCO Academy in Kapchigai, Kazakhstan. NCOs from our 215th Regional Training Institute share leadership skills with the Kazakh soldiers. Additional significant events for 2006 include:
  • Brigadier General Whittington attended KAZPAS 2006 (12-24 May 2006), a multinational, and Commonwealth of Independent States firefighting rescue team exhibition/competition sponsored by the Kazakhstan Ministry of Emergency Situations and Defense (MES). This event included representatives from Kazakhstan, Russia, Kyrgyzstan, Uzbekistan, China, Belarus, and Ukraine attending as both participants and observers.
  • The HMMWV Maintenance Exchange team from the Combined Support Maintenance Shop (CSMS) continued training of Kazakh mechanics. Kazakh mechanics received both hands-on training at the HMMWV Center in Almaty, KZ (MAR-APR 2006) and at our CSMS in Phoenix (August 2006).
  • An Emergency Response information exchange in New England was sponsored by the Army Corps of Engineers-Civil-Military Emergency Preparedness branch (MAR 2006).
  • Major Generals Rataczak and Shira visited the new KZ capitol of Astana and visited with senior members of Kazakhstan’s MES. MG Rataczak delivered a speech to the KZ National Defense University on the history and role of the National Guard and its post-September 11 mission.
  • The Consultative Staff Talks (JUN 2006) at MacDill AFB in Tampa, FL, yielded many new events for the Arizona National Guard for FY2007.
The Arizona National Guard’s partnership with the Republic of Kazakhstan has enjoyed over 13 years of successful events and promises to provide future successful military to military and civil to military exchanges. The National Guard Bureau-International Affairs Branch considers Arizona’s partnership to be mature and one of the strongest in the nation. The Arizona National Guard is looking forward to future when events will be conducted in partnership with the Kazakh Air Force.

The exchange events took place in both Arizona and the Republic of Kazakhstan. Events for 2007 included:
  1. Vehicle maintenance
  2. Fire-rescue
  3. Disaster preparedness
  4. Explosive Ordnance Disposal
  5. Combat Lifesaver training
The events are intended to foster military and civilian emergency preparedness and focus on mutual support activities of interest to both Kazakhstan and Arizona.

This program is essential to the United States government’s Foreign Military Sales program. The Arizona National Guard is taking the lead on instructing the Kazakh Army in sophisticated vehicle maintenance procedures. This program has full-time and traditional guardsmen working with their Kazakh counterparts in a variety of ways including a visit to their “HMMWV Center” in Almaty, Kazakhstan. Another ongoing exchange takes place with the Kazakhstan NCO Academy in Kapchagai, Kazakhstan.

AZ ARNG NCOs from our State share leadership skills with the Kazakh soldiers. Additional significant events for 2007 include:

  • The Consultative Staff Talks (CST) (JUN 07) in Tampa, FL (MacDill AFB) yielded many new events for the Arizona National Guard during FY 08.
